Whispering Lakes Ranch Report - Home Sales Update Through June, 2016
Other sales information as reported by the Houston Association of Realtors
There have been nine homes sold in the first half of 2016 ranging in price from $418,000 to $759,900 with a median of $605,000 or $129 per foot. In 2015 during this time frame, there were only four homes sold, with the sales price ranging from $550,000 to $595,050 with a median of $577,625 or $116 per foot.
There are currently five homes for sale in Whispering Lakes Ranch, with list prices ranging from $654,900 to $864,990 with a median of $684,950 or $131 per foot.

Fresh Grown Memories

Updates Announced About the “Five Corners” Realignment in League City
In an effort to keep our readers up-to-date on the most current news concerning the “Five Corners” Realignment Project in League City, Brockway Realty is reporting the following information:
League City ~ Mark Rohr, League City’s City Manager, released his City Manager Update on August 19, 2016. The following information about the “5-Corners” Realignment was highlighted:
“Five Corners project update: Transportation has been a major topic of discussion for some time, particularly, the area known as Five Corners where FM 518, FM 270 and FM 2094 intersect. City staff has begun executing plans to alleviate traffic congestion around Five Corners with construction expected to begin in September.” …

The following is excerpts from The Daily News article written by Tom Bassing “Initial work on Five Corners realignment to begin next week”, was published August 19, 2016:
”…
Motorists as soon as next week can expect to see initial work begin on a project to ease traffic through the notorious Five Corners, City Manager Mark Rohr said Thursday. “We’ve completed the purchase of the former Mattress Firm and property for about $2.2 million,” he said.
That completed the property-acquisition phase the project, which was first discussed in 1992. Five other properties surrounding Five Corners have been condemned and purchased through eminent domain and will provide space needed to reconfigure the traffic chokepoint, at which motorists often experience lengthy delays.”
“Rohr said the state is picking up 80 percent of the anticipated cost for construction, which is projected to come in around $2.35 million. The Texas Department of Transportation is overseeing the request for proposals from contractors, the opening of bids and the construction itself.
“Right now, TxDOT is expected to let the contract in February 2017,” Smith (Earl Smith, Director of Engineering) said. “We’re looking at an eight-month schedule for construction.” When the project is completed next October or November, weather permitting, traffic flow through Five Corners is expected to ease motorist angst, which is particularly acute during the morning and evening rush hours.”
“Motorists in the next few weeks can expect to see crews removing trees and demolishing the structures that now stand in the way of the project.
Plans call for a new right-hand turn lane off FM 518 onto a bypass that will connect it to FM 270.
“This is going to increase the efficiency of the entire intersection,” Smith said.
He said the engineering design phase included numerous public hearings and various studies and was designed to enhance traffic flow for at least a 20-year period.”

Texas City’s Sixth Street Welcomes Art League
Texas City has been busy with their revitalization of their historic Sixth Street by adding entertainment and new businesses. New streets, sidewalks, and vintage-style light posts are just a few of the Sixth Street updates.
A familiar name in the Art Community has recently joined businesses on Sixth Street. The Galveston Arts Center (GAC), received approval from the Texas City Economic Development Corporation (TCEDC) and will be opening a gallery at 611 Sixth Street North. The nonprofit organization, incorporated in 1986, will occupy the building for at least 5 years while also maintaining its main Gallery on 2127 Strand in Galveston. GAC presents contemporary art created by local artists, provides art education and has produced ArtWalk(s) for over 25 years in Galveston.

After Hurricane Ike “finished” with Galveston Island in 2008, GAC had more than 4 feet of water inside the facility ruining artwork, shop inventory, and leaving nasty residue from the mucky gulf water left behind; restoration was completed in 2015. The historic building was donated by the Junior League of Galveston County and has become a venue for local artists to display their work to the public with free admission at all times.
The Galveston Art League of Sixth Street, as it will be called, is anticipated to be open this fall. While further transformation continues on Sixth Street, the organization will showcase members’ art, with new art arriving each month. The center will be open Thursday through Sunday, from 12 pm to 6 pm. The Texas City Art Festival will celebrate a new associate in Spring 2017.

Residents Anticipate Less Congestion at the “Five Corners”
While the “population-spread” in League City continues to grow, so does traffic congestion on the main thoroughfares of FM 270, FM 518, and FM 2094. To paraphrase an old saying, “If you build it, they will come”, one could say “If more people move to the area and the roads are not updated in advance, those people will be spending more time in their cars.”
The original concept being discussed was called “518 Bypass” in the beginning of the 1990’s. Phase 1 had been in design since 2009, to be funded by the City at an estimated construction cost of $9 mil. Fast forward from 2010 to 2015; the “Five Corners Realignment” (new name) Public Meeting was held in July 2015 by the Texas Department of Transportation (TxDOT). The study was a partnership between TxDOT and the Federal Highway Administration. The following is an excerpt from the published (TxDOT) Notice of Public Meeting:
“The proposed project would construct new auxiliary turning lanes to create a four-legged intersection at the existing FM 518 and FM 2094 T-type intersection. Turning lanes from FM 270 would begin 300 feet northwest of FM 518, follow an existing local road, and then curve around the existing gas station to create a four-way intersection at the existing FM 518 and FM 2094. The new turning lanes would allow for the elimination of several high-volume turning movements at the existing intersection of FM 270 and FM 518. Approximately 1.2 acres of additional right-of-way (ROW) would be requited for the proposed project and one commercial displacement is anticipated. The purpose of this project is to reduce congestion and improve traffic operations at the intersection.”

Consultations have been initiated, environmental impacts have been reviewed and other actions completed. The City of League City’s Monthly CIP (Capital Improvement Project) Status Report dated July 2016 shows the following Five Corners Realignment projects and dates:
“Five Corners Realignment: Council awarded design with Klotz April 22, 2014; TxDOT Environmental approval received October 2015. ROW agent to assist with land acquisition beginning November 2015; anticipated TxDOT construction bid February 2017; anticipated construction to begin April 2017.”
Drivers in the League City area will have construction in their future, but this will also signal less time spent in the car when traveling.
